The Dakota, Minnesota & Eastern Railroad Corporation has been proposing to build a 262-mile line through western South Dakota and eastern Wyoming, and upgrade 600 track miles in South Dakota and Minnesota, to access the basin’s coal deposits since 1997.
However, the US Federal Railroad Administration denied DM&E’s application for a $2.3B Railroad Rehabilitation and Improvement Financing loan to help fund the estimated $6B project earlier this year. That denial persuaded DM&E to fall back on its next option, which was a merger with the Canadian Pacific Railway....
