Spanish utilities began purchasing large tonnages of Colombian material this year, partly due to low hydro reserves and EC regulations forcing reduced state support for domestic coal and a lowering of emissions.
As the Spanish coal industry gears itself up for changes imposed by the European Communities Coal and Steel Treaty, energy producers are looking to take more coal from the international market.
